National Financial Literacy Survey 2025

The Centre for Strategic and Policy Studies (CSPS) will undertake the National Financial Literacy Survey 2025 from 12 December 2025 to 12 February 2026, marking a major national effort to generate robust, policy-relevant evidence on the financial capability of adults in Brunei Darussalam. The study is led by Izzati Shahari, Associate Researcher and Head of Data Analytics and Project Management at CSPS.

The survey provides a comprehensive assessment of financial literacy by examining financial knowledge, attitudes, and behaviours, alongside key dimensions of digital financial literacy, financial inclusion, financial resilience, and financial well-being. In addition to establishing a current national baseline, the study will track trends over time and analyse how socio-demographic factors shape financial outcomes across the population. The resulting evidence will be internationally comparable and will serve as a critical input for the design of targeted financial education programmes, regulatory initiatives, and policy interventions in support of Brunei Vision 2035.

The National Financial Literacy Survey is a collaborative initiative between Brunei Darussalam Central Bank (BDCB) and CSPS. The 2025 survey represents the fourth wave of a long-standing national survey series conducted by CSPS on behalf of BDCB, following earlier rounds in 2015, 2018, and 2022. This continuity enables rigorous longitudinal analysis and strengthens the survey’s role as a key national monitoring instrument.

Fieldwork will be conducted through a nationwide face-to-face household survey, drawing on a statistically representative random sample of 1,800 households across all four districts and targeting adults aged 18 to 79 years. Each interview is expected to last approximately 60 minutes, allowing for in-depth coverage of financial behaviours and experiences.

To ensure high data quality and consistency, CSPS has appointed a team of 60 trained interviewers who will be deployed nationwide. All interviewers have undergone comprehensive training prior to the commencement of fieldwork and will operate in strict accordance with established data collection protocols and quality assurance standards.

CSPS emphasises that all information collected will be treated with the strictest confidentiality and used exclusively for statistical and research purposes. No personally identifiable information, such as names or identity card numbers, will be collected.

Households selected for participation are encouraged to verify the identity of interviewers against the official list published on the CSPS website. All CSPS-appointed interviewers will carry a survey identification pass and wear a CSPS vest.
