As Brunei progresses into a bold 30 year development plan to place the country in the global top ten with respect to quality of life and income per capita via the intensification of economic diversification and progressive industrialization, CSPS has identified energy efficiency and conversation, alternative energy and land optimization studies as key strategic areas of economic diversification in order to achieve Vision 2035.
FEASIBILITY STUDY ON ALTERNATIVE ENERGY SOURCES: ROADMAP TOWARDS ACHIEVING ENERGY SECURITY AND SUSTAINABILITY IN BRUNEI DARUSSALAM BY POWERTECH LABS INC, CANADA
The study will address the following key research clusters:
Cluster 1: Conduct a nationwide feasibility study to explore and better understand alternative energy sources and opportunities. Detailed feasibility study of identified energy sources with cost and benefit analysis are prioritized according to the stated Wawasan 2035 guidelines of economic, environmental and social principles.
Cluster 2: Formulate a comprehensive strategy on how Brunei can achieve energy security and sustainability. This will include full recommendations on the steps, procedures, policy and requirements, and infrastructures to fully implement the identified energy industry in the long term, with 50 years projection of the identified energy industry up to the year 2060.
PowerTech Labs Inc was commissioned by CSPS to undertake this study in June 2010 and is expected to complete by July 2011.
BRUNEI ENERGY EFFICIENCY AND CONSERVATION (EEC) STUDY: ROADMAP FORMULATION AND POLICY ADVICE BY MITSUBISHI RESEARCH INSTITUTE, JAPAN
The study will address the following key research clusters:
Cluster 1: Conduct extensive energy audit across all major energy production and consumption sectors including power, transportation, industrial, residential and commercial sectors.
Cluster 2: Conduct sector-based assessment of energy savings potentials and provide recommended list of EEC measures based on technology, financial, and environmental feasibility.
Cluster 3: Formulate a comprehensive policy roadmap and regulatory measures required to fully implement the prioritized EEC measures in Brunei.
Mitsubishi Research Institute (MRI) was commissioned by CSPS to undertake this study in June 2010 and is expected to complete by March 2011.
LAND OPTIMISATION STUDY FOR COMMERCIAL AND INDUSTRIAL GROWTH IN BRUNEI DARUSSALAM BY SGS ECONOMICS & PLANNING, AUSTRALIA
The study will address the following key research clusters:
Cluster 1: Provide a comprehensive study of existing landscape with focus on industrial and commercial growth.
Cluster 2: Identify potential land zones and preferred types of industrial use and commercial activities.
Cluster 3: Formulate comprehensive strategy for planners to fully convert identified land zones into preferred industrial and commercial activity.
SGS Economics & Planning (SGS E&P) was commissioned by CSPS to undertake this study in April 2011 and is expected to complete by April 2012.

The main objective of the study on alternative energy sources for Brunei is to formulate a roadmap towards achieving energy security and sustainability in the country, in line with Brunei's Wawasan 2035. This study will attempt to explore and to better understand alternative energy sources and opportunities, with attention to considerations such as geography, technology, social feasibility, economically efficient and cost effectiveness. This study critically evaluates Brunei's consumption of energy across power, transportation, industrial, residential and commercial sectors. From this, it would identify areas of inefficient energy usage and to develop strategies to improve energy efficiency in Brunei across all sectors. In particular, the study will identify how energy is used within major sectors, determine major energy-consuming devices/processes, assess current energy efficiency levels, prioritize energy efficiency and conservation measures and provide relevant preliminary energy policy advice. Efficient use of energy across all sectors is essential to ensure Brunei's energy security in the future and for the realization of its Vision 2035. |

The purpose of the study is to project industrial and commercial land use requirements for achieving and maintaining economic diversification for Brunei over a long term period of up to 2035 and beyond. The study is deemed essential as it will complement and further the objectives of the NLUMP2006-25 by providing appropriate database and where necessary, alternative insights and viewpoints focusing primarily on the aim of economic diversification. This study will propose for a national land optimization strategy for industrial and commercial growth in the country. The main deliverable of the consultancy is a final report advising the potential of appropriate land optimization strategies for various economically productive activities, including recommendations for the preferred approach and the proposed creation of industrial clusters. The underlying goal of the study is to optimize land use to drive economic diversification using the guiding principles of balanced and sustainable development in Brunei Darussalam. |
